Our Services

Residential Service

We serve customers in unincorporated Washington and Multnomah County, Beaverton, and Portland. The rates we charge are controlled by the governmental entity serving your residence. It’s not necessarily the city in your address, it’s the city or jurisdiction you pay taxes to. Many people in our area have a Portland address but actually live in unincorporated Washington County.

Commingled Recycling In the Roll Cart

Newspapers & Magazines: Just toss into the roll cart.

Corrugated Cardboard: Flatten boxes and toss into the roll cart. For large boxes, flatten and place next to the roll cart – stack no larger than 3’ x 3’ wide. Do not include wax-coated cardboard.

Scrap Paper: Scrap paper includes: unwanted mail, envelopes, fax paper, greeting cards, paper egg cartons, paper tubes, and cereal boxes. Place scrap paper into a brown paper bag and toss into the roll cart. Do not include tissue paper, paper towels, or paper coated with food, wax, foil, or plastic.

Metal Cans: (including aluminum and tin/steel food cans). Rinse the can clean, and toss it into the roll cart. No need to remove labels.

Aerosol Cans: Thoroughly empty the can through normal use, remove and discard the plastic cap, and toss the can into the roll cart. For your safety, do not flatten/puncture the can, or remove the nozzle.

Scrap Metal: Scrap metal includes foil, bolts, hangers, and all other metal objects. Place all metal that is smaller than 36 inches long and less than 40 lbs. into the roll cart. Do not include metal that is contaminated with plastic, food, or other non-metal materials.

Plastic Bottles and Milk Jugs: (plastic bottles have a neck that is smaller than the base). Remove and discard the lid, rinse the container clean, and toss into the roll cart. Do not include plastic bottles that have come into contact with motor oil, pesticide, or herbicide. (Plastic bottle recycling may not be available in some rural areas at this time.)

Rigid plastic containers and bottles:

  • bottles, containers, and tubs 6 oz. or larger;
  • milk containers—do not crush or flatten;
  • margarine/butter/yogurt/cottage cheese tubs—no lids please!
  • rigid buckets 5-gallons or less—with/without a handle;
  • rigid plastic plant pots 4” or larger (not the kind you can easily crush)

Milk cartons and drink boxes: Remove any plastic (handles, spouts etc.), rinse clean, drip dry, and place into the roll cart. Straws and wrappers need to be placed into your regular garbage cart.

Beside the Roll Cart

Glass Bottles and Jars: Use your red or yellow bin to collect recyclable glass. Remove the lid and rinse the container clean. Do not include window glass, mirrors, cookware, drinking glasses, or broken glass. Place the container next to your roll cart.

BatteriesNow available to all customers! You may place up to a 1 quart bag of batteries each recycle week including Alkaline batteries, such as AAA, AA, C, and D (ends do not need to be taped), as well as 6-volt, 9-volt, button batteries, and rechargeable batteries (these need to be scotch taped at the ends) in your red or yellow glass bin each recycling week. Place the container next to your roll cart.

Motor Oil: Pour used motor oil into a “see-through,” unbreakable container (one-gallon preferred) with a screw top lid. Place next to your recycling roll cart.

Billing

Monthly Billing

We bill during the last week of each month for your service in arrears.

Payment Due Date

Your current bill is due by the 15th of the month. Please contact us if you expect your payment will be past due. A finance charge computed at a periodic rate of 1.5% monthly (annual percentage rate = 18%) may be assessed on past due balances of thirty days or more, or $1.50 minimum.

Fees and Charges

For returned-check or EFT payments there is a fee of not more than $35.00. The reinstatement fee for service stopped due to non-payment is a maximum of $35.00.

Our online bill pay features will allow you to easily manage paperless billing, automatic payments, or make one-time payments using a unique log-in, which you will create.

You will need your Walker account number and ID Code to register. This information can be found on your latest statement. Your ID Code is case sensitive.

Automatic Payment Plan

You can choose to set up an auto-debit that will pay the amount due directly from your checking, savings, credit/debit card account. Autopay is run once per month on the 15th, or the next business day should the 15th fall on a weekend or holiday. If you have an amount due and it is after the 15th you will want to make a payment to keep your account current.

Credit/Debit Card Payment

You can use your credit/debit card to make a one-time payment or set up recurring payments.

E-Check

You can make a one-time payment from your checking account or set up recurring payments.

Past Due Payment Information

To avoid past due payments, you can sign up for autopay with us (see Automatic Payment Plan) or you can submit recurring payments through your bank.

If you receive a past due notice and you’re unable to submit a payment by the deadline, we ask that you contact us before the deadline. This way, we can note your account so that your service will not be suspended.

If your service has been stopped for non-payment, your payment must be in our office by 1pm the business day before your service day to ensure that service will resume. A reinstatement fee will be assessed to restart your account.

Questions & FAQs

The most common reason for a missed pickup is that you did not have your cart out by 6 am on your collection day. It’s best to place your containers curbside the night before your service day.

Our drivers keep a “no out” list and if your address is not on the list, we will send a driver back to collect your cart if you contact us within 48 hours. If you contact us after 48 hours, you may place extra material (up to your current service level) out at no charge on your next pickup.

All containers need to be placed at the curb by 6 am on your scheduled collection day. While we don’t collect everyone at that time, our schedules occasionally change. To ensure collection, it’s best to place your containers out at the curb the night before your service day.

We can place a temporary hold on your service and provide credit for the missed pickups.

  • Up to three (3) vacation holds per calendar year
  • In order to receive credit, you’ll need to miss at least two (2) consecutive weeks of service or longer.
  • Vacation holds need to be arranged prior to your last pick up and you’ll need to provide exact dates to ensure the proper credit. If you are unsure of your return date, please provide the approximate month of your return.
  • We cannot credit your account if you plan to miss only one pick up. Contact the office by phone or e-mail for a vacation hold request.

You can put out 10-15 boxes on your scheduled recycle day. All boxes need to be cut and/or flattened into pieces no larger than 3 feet by 3 feet. They do not need to be exact, but keep in mind that we are not able to take really large boxes, like wardrobe or furniture boxes unless they are cut into smaller pieces.

We are not responsible for sorting through the material. All materials need to be properly prepared to ensure collection. Read more about curbside recycling here: Walker Garbage Roll-Cart Recycling. If your recycling is contaminated, our driver will tag the cart and leave it.

Please cut up your tree so it all fits inside your yard debris cart with the top closed. Any tree parts left beside the bin will be charged as extra material.

All trees will be picked up as yard debris during yard debris weeks. Trees need to be placed next to your containers, out at the curb (or wherever they are normally placed for pick up). Only artificial/flocked trees will be picked up as garbage and will be charged as an extra unit of garbage at: $6.25 in Washington County, $5.00 in Portland and $4.85 in Beaverton.

All trees need to be 6 ft. and under. If your tree is over 6 ft., it must be cut down into smaller sections. Trees (6 ft. and under) set out without a yard debris cart will be picked up at no charge. Additional sections will be charged as an extra unit of yard debris at: $3.00 in Washington County, $3.75 in Portland and $3.45 in Beaverton. Trees (6 ft. and under) set out in addition to a full yard debris cart will be charged at: $5.00 each in Washington County and Portland and $3.00 each in Beaverton.

Several companies recycle yard debris into compost or mulch for gardens and agriculture. This is why we ask you to be careful not to contaminate your yard debris with chemically polluted material. Windy days in the Tualatin Valley often result in missing garbage carts and bins, and trash and recyclables blown about the area. We want to assure you that we make every effort to secure your bins once we have emptied them. We also do all we can to prevent items from blowing away and we even pick up material (as much as is practical) when a bin has blown over or been tipped over by dogs or other animals.

Some bins and lids are more prone to flight than others — the bins we distribute have attached lids so they can’t blow away, and they’re heavier than most consumer bins. If you have recurring problems with missing bins or lids, you might want to consider using one of our supplied bins.

You can help us to keep your neighborhood clean by placing heavier items, such as a telephone book on top of your paper recycling, or by placing your loose recyclables into paper bags, then placing the bags into your recycling cart. You can do the same with your garbage, by placing heavier items on top and by properly securing the garbage bags (making sure they are tied, double bagged, etc.).

One of the best ways to prevent problems is to get the emptied bins back to their normal location as soon as possible on windy days. If you’re not going to be home, perhaps a neighbor could help.

You can also mark your cart lid using a sharpie with your address, please don’t write on the cart body.

We will attempt to collect everything on schedule. If we’re unable to service your street, please leave your containers curbside and we’ll attempt to collect on the following day, weather permitting. Daily updates will be available on our voice mail and the “SEE MORE” section on the Home page on our website.

There is an additional charge for any bags placed next to your normal garbage and yard debris containers. See Residential Service & Rates under the Services menu for exact pricing in your area.

Garbage should be in plastic bags and yard debris needs to be in paper “Kraft” bags and not in plastic bags. Since our trucks are automated, you will need your Walker supplied cart out along with your extra bags in order for the extras to be collected.

Occasionally garbage and especially yard debris becomes frozen inside the bin. We cannot remove it without risk of cracking your container. Contact us and we will notify the driver that you will have extras (up to your service level) on your next scheduled pickup.

Most of the time, your roll carts can be found. Each one is numbered, and if you call the office, we can provide you with the number of your cart. You can check with your neighbors or check any unclaimed containers in the area to find your missing cart. We have purchased these carts, so we want to help you locate your missing carts/bins before delivering a replacement. If you have made your best effort to find your missing cart and are unable to locate it, we can provide replacement carts/bins at no additional cost to you.

Some of our customers have really long driveways that lead to the main road where we pick up and we’re often asked how they’re supposed to transport their carts down. You can purchase trailer hitch adapters, which allow our customers to safely and easily haul their roll carts. Visit the Cansporter website for more information.

No. We only collect your garbage cart on your final pickup. Please leave the recycle and yard debris carts in the garage for the next owner. If we are unable to collect your garbage cart on your final pickup, you will be charged an unreturned cart fee starting at $50.

Your first yard debris and recycling carts are included in your monthly service rate. If you need an additional recycling and/or yard debris cart, there is an additional monthly rate depending on your address. An additional cart should not be requested for a temporary situation, we ask that you plan to keep any additional carts for at least six (6) months. Just contact the office to request these.

If you have large items to dispose of such as a sofa, mattress, appliances or a barbecue grill, please contact us to schedule collection. We can collect most large items on your service day, but you need to contact us in advance. We can give you an estimate, but we do leave the final cost up to the driver. Our drivers can not take bulky items without a note from our office.

If you are concerned, please wrap broken glass in a paper bag or newspaper. Our haulers make every effort not to touch any of your trash, but we greatly appreciate your effort!

Please contain ashes, cat litter, sawdust, packing peanuts (or any other type of trash that’s likely to blow around) in a paper or plastic bag. Shredded paper can be placed into paper bags (no plastic bags), then placed into your recycling cart. This will help us keep the neighborhood clean.

The regional government Metro sets many of the rules for solid waste disposal in the tri-county area (Multnomah, Washington, and Clackamas Counties are part of Metro.) Oregon Metro website. Individual cities (Beaverton and Portland) and Washington County have direct jurisdiction over garbage haulers within their service areas.

Your garbage is taken to the Metro Central Station in Portland. From there it is compacted and loaded onto semi trucks and shipped to Waste Management Inc.’s Columbia Ridge Recycling and Landfill in Arlington, Oregon. Visit their website for more information here: Waste Management: Landfill Group.

About Us

Like many other businesses in our area, Walker Garbage Service has grown and expanded with the growth in population. In the early days of Cedar Mill, people took care of their own garbage. In a lot of cases, this meant dumping it over the nearest ridge. Of course, back then there was less packaging, and folks re-used and recycled from necessity. It was common to burn your trash in big barrels all winter, and then dump all the ashes in a big pile in the spring. That’s when you’d call the hauler. “Shoveling those piles of wet ashes was really hard work,” recalls John Walker III (known as Buz), who started working in his father’s business in the mid-50’s after getting out of the army.

In 1948 John Walker, Jr., who was already running a service in Portland, and his partner Al Miller bought the original garbage hauling business, which had been started in 1941. Using an open-bed truck, they serviced approximately two dozen customers in Cedar Mill, for one dollar per month per can. By 1978, Miller had retired and the business was taken over by Buz and his son John Jeffrey Walker. Another son, Greg, is also now active in running the business. For many years, their office was located on Cornell in the building that used to house the Wolf Creek Water District. In 2006, they moved to Cherry Lane in Hillsboro, which allowed them to consolidate their office and truck maintenance operations, and it is closer to their primary landfill.

In the late 70’s, area cities and counties agreed on a system of territories which means that each hauler has an exclusive service area. They are subject to review by the cities and counties in which they operate. “It ensures that customers get fair prices and consistent service. They review all of us every year,” says Walker.

Most folks might not think garbage hauling would be a good career, but for some people it’s great.“They like it that they can get their work done early in the day, and they like working outside,” says Greg Walker. “But it’s important that they be the kind of person who can get up early and go to work no matter what the weather. It’s not bad in the summer, but when it’s cold and raining or snowing, you have to be able to just get out there over and over and do it.”

“Back in the early 60’s we had a lot more snow. One time there were drifts higher than our trucks up by the big bend on Saltzman (near what’s now Bauer Oaks). Over here off Cornell the grader that was clearing the road hadn’t lowered his scraper enough, and it just left a big hole full of snow in the road. A VW beetle came along behind and got stuck — it was completely buried! There were some people up in the Dogwood area that got stuck for 2 1/2 weeks during that storm,” Buz remembers.

They’re out early to collect garbage from customers on Cornell and Saltzman, Greg mentions. “People wouldn’t appreciate having to follow our trucks on these two-lane roads during rush hour,” he says. “So we get done there before folks are out.”

Recycling

Recycling seems like such a normal part of life, and garbage collection, that it’s surprising to note that the first recycling service of any kind in the area was when Carl Miller began picking up newspaper in the early ’80s. “There was some thievery going on back then, because there was a market for newspaper. People would leave it out on their curb, but someone else would collect it,” recalls Buz.

The Walkers had the first truck in Washington County that was purpose-built for recycling (see photo). “We just wanted to get it as efficiently as possible,” says Buz. He notes that it’s much easier since commingling began,. “The product is less salable, but more people participate, so it is better in the long run.” Far West Fiber has a huge facility where the commingled recyclables are sorted — mostly by machine but some of it by hand.

Materials Accepted In The Recycle+ Collection Service

Plastic Film/Bags: A soft, flexible polyethylene (PE) packaging. Bags must be free of food residue. (Also known as plastic film packaging.)

Where do plastic film and bags go? NexTrex, where it is made into high performance composite decking.

Clear Plastic #1 Clamshell Containers: One-piece containers hinged on one side and stamped with #1PET or PETE. Containers must be clear and clean of food residue. No black or other color plastic containers.

TIP: Consider donating usable textiles to reuse organizations.

Compact Fluorescent Light Bulbs: A fluorescent lamp that is curved or folded to fit the space of a regular household lamp. Long fluorescent tubes used in commercial lighting are not accepted. Bulbs must be contained in a zip-sealed bag. This protects workers from mercury exposure should bulbs get broken during handling.

Where do compact fluorescent light bulbs go? URT Solutions, where they are safely processed into their separate components such as mercury, aluminum, and glass, for recycling.

Material Preparation

You will receive a lidded purple bin and plastic bags from your garbage and recycling company. Sort all materials by type. Put Recycle+ materials in the plastic bags provided and place them in the purple bin. Make sure the container lid can close completely to keep materials dry.

TIP: To ensure materials are collected, make sure items are clean, sorted and bagged. Wet materials cannot be recycled in the Recycle+ program.

Why Plastic Bags?

Each category of items needs to be kept separate and dry during collection. Plastic bags have a smaller environmental footprint for this purpose than cloth bags. The plastic bags will be recycled once materials are at their final destinations.

Contamination

Do not put other items in your purple bin. Items not accepted will be considered contamination and will not be picked up.

Rates

Recycle+ charges include a small base fee and a pickup fee for each requested pickup. You can set out your Recycle+ curbside or at another location on your property, such as at your doorstep or porch (additional fees apply).

TIP: Curbside is defined as within five feet of a public or private road.

Sign Up!

To sign up you will need your account information, name, address, and a telephone number ready, then you may call our office or sign up on our Contact page. You’ll receive an 18-gallon purple bin with a lid and bags prior to your first collection day.

Schedule On-call Pickup

Recycle+ is an on-call, every other week collection service. Call our office or sign up on our Contact page to schedule a pickup at least two business days before each collection day.

Bin Placement

  • For doorstep collection, place your bin visibly near your doorstep or porch.
  • For curbside or roadside collection, place the bin near the road so that it does not block sidewalks, driveways, public streets or other rights of way.
  • Place your lidded bin out by 6 a.m. on your collection day.

Policies

Service

  • Notification of any change or termination of service is the obligation of the customer as charges will continue in account name until we have been notified.
  • Drivers work all holidays except Christmas and New Year’s Day.
  • We are not responsible for articles left next to your garbage can.
  • One can for manual collection is a maximum of 32 gallons (50 lbs.).
  • Loss or damage of company-owned receptacles is the responsibility of the customer.


Terrain Charge

The City of Portland established a separate a rate per month (on a weekly service)  this “terrain charge” is included in the bill. In most of Portland’s westside, the topography creates conditions that lead to higher service costs. Factors include: narrow and dead-end roads, hills, non-grid street layouts, and more distance between houses.

Payments

Account payments are due by the 15th of the month. Past due accounts are subject to cancellation. A $25 minimum reinstatement fee will be charged after cancellation for non-payment. A FINANCE CHARGE which is computed at the rate of .75% monthly (ANNUAL PERCENTAGE RATE 9%). A minimum of $1.50 will be assessed on any amount due after applying payments received which remains unpaid for 25 days or more after closing date. NSF/Returned Checks are subject to a $25.00 minimum fee.
